5, 2002:
The Fremont County Board of Supervisors met in regular session on Tuesday,
November 5, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope,
Hickey and Whipple present. A quorum was declared and the meeting officially
called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote
carried unanimously. Supervisor Whipple moved to approve the minutes of the
previous Board session; vote carried unanimously.
At 9:00 a.m. motion was made by Hickey to authorize Chairman Aistrope to sign an order accepting acknowledgment/settlement agreement in regards to Sidney Foods LTD, Highway 275 North, Sidney, Iowa, regarding a tobacco compliance check. Motion carried unanimously.
Motion was made by Whipple, seconded by Hickey to sign a letter for the Sidney Library that the county plans to continue the support of the county libraries with a yearly joint signed agreement submitted to the Board of Supervisors and the library may use the funds at their discretion. Motion carried unanimously.
In other business, the County Recorder’s Report of Fees Collected was approved. The following claims were approved.

November 7, 2002:
The Fremont County Board of Supervisors met in regular session on Thursday, November 7, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.
At 9:15 a.m. County Engineer Dan Davis met with the Board. Motion was made by Hickey to authorize Chairman Aistrope to sign a contract for ROW purchase with Mildred Doyle for Project BROS-CO36(31)—5F-36. Whipple, aye; Hickey, aye; Aistrope, aye. Motion was made by Hickey to authorize Chairman Aistrope to sign application for approval of underground construction for Iowa Telecommunications, Inc., Grinnell, Iowa, for underground construction of copper telephone cable for Tabor. Whipple, aye; Hickey, aye; Aistrope, aye. Motion was made by Hickey to authorize Chairman Aistrope to sign a ROW use permit for applicant Charles and Robin Welch, 1721 306 Ave., Sidney, Iowa for cleaning a ditch and alley free from debris. Whipple, aye; Hickey, aye; Aistrope, aye.
There being no further business, motion for adjournment was made.

November 12, 2002:
The Fremont County Board of Supervisors met in regular session on Tuesday, November 12, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the agenda as posted; vote carried unanimously. Supervisor Whipple moved to approve the minutes of the previous Board session, vote carried unanimously.
At 1:00 p.m. the Conservation Board met with the Supervisors to update them on the status of hiring an Executive Director for the County Conservation Board. Present were Jan Payne, Jack Gibson, Bob Benton, Bob Smith, Kirk Shearer and Steve White. The Conservation Board said they will keep the Supervisors updated as to whom they hire and the job description.
At 3:00 p.m. on Tuesday, November 12, 2002, the Board of Supervisors, concurring with the County Auditor, held the Official Canvass of Votes cast in the November 5, 2002, General Election. The Board declared the following elected on a county level:

Christine M. Sheldon submitted her resignation as County Treasurer to the County Auditor and upon Christine M. Sheldon’s request the Board of Supervisors counted cash on hand in the County Treasurer’s office at 4:15 p.m. Present were Judy Crain, Lucille Hunt, John E. Whipple, Keith Hickey, David Aistrope, Bernie Spurlock, Teresa Johnson and Heidi Lowthorp. Cash and checks on hand were: $11,273.33 plus one bad check of $111.50 for a total of $11,384.83. Also cash on hand for driver’s license was $160.00.
Judy Crain, elected as County Treasurer will take office at 7:45 a.m. on November 13, 2002.

November 14, 2002:
The Fremont County Board of Supervisors met in regular session on Thursday, November 14, 2002, in the Fremont County Courthouse, Boardroom, with Supervisors Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Hickey moved to approve the agenda as posted; vote carried unanimously. Supervisor Hickey moved to approve the minutes of the previous Board session; vote carried unanimously.
At 10:30 a.m. County Engineer Dan Davis met with the Board. Motion was made by Whipple, seconded by Hickey to authorize Chairman Aistrope to sign a contract with Wayne and Nelia E. Stevens for easement for Project BROS-CO36(31)-5F-36. Vote carried unanimously.
Motion was made by Hickey, seconded by Whipple to authorize Chairman Aistrope to sign an Application for Approval of Overhead Construction County Highway Right-of-Way for Atchison-Holt Electric Cooperative for overhead construction of 7200 Volt distribution power line to Warren Gregory building site. Power pole, anchors and wire to be installed. The proposed line will be located on County Road J34-Knox Road ½ mile west from Sidney more specifically described as follows: South side of old Highway J34-Knox Road 916’ west. Vote carried unanimously.
There being no further business, motion for adjournment was made. Aistrope left to attend a SWIPCO meeting in Atlantic.

November 19, 2002:
The Fremont County Board of Supervisors met in regular session on Tuesday, November 19, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Hickey moved to approve the agenda as posted; vote carried unanimously. Supervisor Hickey moved to approve the minutes of the previous Board session; vote carried unanimously.
At 9:15 a.m. Randy Roup met with the Board regarding tax certificates for three houses on the tax sale list.
At 9:30 a.m. Dan Davis met with the Board . Motion was made by Whipple to authorize Chairman Aistrope to sign a Public Road Right-of-Way Use Permit to applicant Lawrence L. Crom to remove trees and brush from county road ditch in Section 35 of Green Township. Motion carried unanimously.
The following claims for November 22, 2002 were approved.

November 21, 2002:
There was no regular Board meeting on Thursday, November 21, 2002 as two of the Board members were attending ISAC Fall School in Des Moines.
November 26, 2002:
The Fremont County Board of Supervisors met in regular session on Tuesday, November 26, 2002, in the Fremont County Courthouse, Boardroom, with Aistrope, Hickey and Whipple present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Whipple moved to approve the minutes of the previous Board session; vote carried unanimously.
At 9:00 a.m. motion was made by Hickey to authorize Chairman Aistrope to sign the Property Tax Increment Rebate certificates for Fremont County I-29 Agri-Business Park Urban Renewal Area, Lyons Project 1- TIF Subfund, Fremont County I-29 Agri-Business Park Urban Renewal Area, I-29/Hwy 2 S.I.D. L.L.C. Project 2 TIF Subfund and Fremont County Waubonsie Ridge Urban Renewal Area. Whipple, aye; Hickey, aye; Aistrope, aye.
At 9:10 a.m. Gary Moles, Fremont County Sanitarian, met with the Board in regards to the Grants for Counties Program. This program is now administered by the Iowa Department of Public Health, a change from DNR. Motion was made by Hickey to authorize Chairman Aistrope to sign a letter to Ken Sharp, Iowa Department of Public Health, Lucas State Office Building, 5th Floor, 321 E 12th St., Des Moines, IA 50319, that the Fremont County Board of Supervisors is hereby transferring administrative and fiscal agent responsibility for the Grants to Counties Well Program to the Fremont County Environmental Health/Sanitarians Office and to send all correspondence related to the Grants to Counties Well Program to Gary Moles and this transfer of authority shall be considered in effect until notified otherwise. Hickey, aye; Whipple, aye; Aistrope, aye.
At 9:30 a.m. County Engineer Dan Davis met with the Board. Motion was made by Whipple to authorize Chairman Aistrope to sign two Underground Construction County Highway ROW Permits to Iowa Telecommunications Services, Inc., Grinnell, Iowa, for underground construction of copper telephone cable at the new bridge replacement on 330th Ave., located on County Road L68, ½ mile east from Randolph, north of intersection of Hwy 184 and County Rd L68 and for underground construction of copper telephone cable for telecommunication service to a new home at 2835 215th St., ½ mile south from Sidney, east of intersection of State Hwy 275 and 215th St. Hickey, aye; Whipple, aye; Aistrope, aye. Motion was made by Hickey to authorize Chairman Aistrope to sign a payment voucher to Kirkham, Michael & Associates, Inc. for Project ID FM-CO36(33)—55-36 as per contract dated 8/8/02. Whipple, aye; Hickey, aye; Aistrope, aye. Motion was made by Hickey to authorize Chairman Aistrope to sign an authorization of a transfer of funds from Fremont County Farm to Market account to the Iowa Department of Transportation’s account for Project FM-CO36(25)—55-36, Contract 20688. Whipple, aye; Hickey, aye; Aistrope, aye.
Payroll for the week ending November 29, 2002 was approved.
