Board of Supervisors Minutes
October 2015

October 6, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 6, 2015, in the Fremont County Courthouse Boardroom, with Hickey and Hendrickson present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show that Cara Morgan did not attend this meeting.  Let the records also show present for this meeting was, Sandra Parmenter with The Hamburg Reporter and Nick Johansen, Shenandoah Valley News.   

There were no bids received on the feasibility study. 

Randy Monroe met with the board to discuss a weed issue in Anderson.  The weed commissioner was called, but did not respond to his call.  There is a concern that when the weeds dry someone will burn them and start a fire which could possibly get out of control.  Chuck holes and road conditions were also discussed.       

East Nishnabotna Watershed Agreement was not discussed.   

Dakota Parshall, Midwest Data Center, Rock Port, MO met with the board to discuss IT Services in Fremont County.  Parshall said he was aware that Fremont County had an IT Department, but felt there may be some assistance he could provide.  The board referred him to the current IT Office.     

Motion was made by Hendrickson to table signing the Fremont County Library Contracts until all were received.  Motion carried unanimously.      

Dan Davis, Engineer, met with the board requesting approval of the following: 

Motion was made by Hendrickson to sign Agreement with HGM Associates for RCB Culvert on 130th St. over unnamed creek.  Motion carried unanimously.   

Motion was made by Hendrickson to sign Work in ROW Permit for Atchison-Holt Electric Coop for Overhead Construction Line at Edge of ROW on 250th Ave., 3 miles SW of Thurman.  Motion carried unanimously.  

In other business, Recorders Report for September 2015 was approved.     

At 9:30 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

October 13, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 13, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show present for this meeting was, Nick Johansen, Shenandoah Valley News, and Dan Swanson, B103 Radio.  Also present were Shirley Felver, Renee Haughton, Seth Johnson, Nishna Productions, John Frankl, Trane Company, and Kevin Hoffart, Trane Company.   

The board opened one bid, received from Lawn Enforcers for courtyard mowing and lawn care.  Seth Johnson, Nishna Productions, presented a bid for custodial services in the courthouse. Johnson said some services will be subcontracted.  The board will review the bids to determine how much time needs to be spent on these duties.  No decision was made at this time.      

Joan Kirk, Auditor, talked to the board about Township Trustee and Clerk Training Program scheduled for November 10th at the Courthouse.  This will be a joint effort of Mandy Maher, Iowa State University Extension and Outreach Program Coordinator in Fremont County and the Fremont County Auditor’s Office.  The expenses to do this training will be shared between the county and extension office.  Hickey made a motion to go ahead and allow for the county’s share of the expense.  Motion carried unanimously.   

Motion was made by Hendrickson to sign contracts between Fremont County and Libraries in Fremont County, to distribute the portion the county is responsible for.  Motion carried unanimously.   

Judy Crain, Treasurer, met with the board to discuss a county held tax certificate, she said an error was made, and she needs the board’s permission to cancel the certificate.  Motion was made by Morgan to allow the cancellation.  Motion carried unanimously.   

Let the records show Christina Smith did not appear at this meeting. 

Renee Haughton and Shirley Felver met with the board concerning a ½ mile stretch of L68 that has been turned back to gravel.  They feel this is a dangerous situation and needs to be dealt with.  Even though signs have been posted the traffic still drives too fast causing dust that can be blinding.  Hickey said maybe the county could put on some dust control until they can get it blacktopped.  Hickey will talk to the county engineer about doing that.     

Kevin Aistrope, Sheriff, met with the board concerning the following: 

Aistrope presented a Trane Service Agreement for BAS and HVAC Equipment.  The annual service fee will be $9,196.  Trane will check the system remotely monthly, and make sure everything is operating correctly with on-site inspections.  Motion was made by Hendrickson to approve maintenance contract starting November 1st, 2015.  Motion carried unanimously.     

Aistrope also discussed terms of a possible contract with the City of Sidney for law enforcement.  Aistrope said he has talked to the city, but the price is still negotiable, still unknown is what it would take to purchase the city’s law enforcement equipment, and what kind of shape it is in.  Aistrope told the board he would not even consider covering the City of Sidney without hiring an additional person.  Morgan feels it makes sense to contract with Sidney, but the numbers have to come out right.  If the city pays the expenses the board will consider hiring another deputy.    

In other business, claims were approved for October 16, 2015.   

The Sheriff’s Monthly Report for September 2015 was approved.   

At 10:45 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

October 15, 2015: 

The Fremont County Board of Supervisors met in emergency session on Thursday, October 15, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 8:00 a.m.  The agenda was approved as posted. 

Let the records show present for this meeting was Corey Becker and Arnold Emberton. 

Dan Reeg, Project Manager with Rasmussen Mechanical Services met with the board in the boiler room to discuss options in fixing or replacing the current boiler for the courthouse.  Rasmussen took the boiler out of service on Tuesday stating it was not safe to run.  The board was given some options but no solid numbers.  It could be four to six weeks until installation of a new unit or repairs to the current unit could be completed.  Reeg will send figures later today.  Morgan also wants to check into other options that maybe available.

Morgan made a motion to purchase ten Eden Pure portable heaters to heat the offices temporarily. Motion carried unanimously.   

At 9:02 a.m. there being no further business, Morgan made a motion to adjourn.  Motion carried unanimously.

October 20, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 20, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted.

Corey Becker, Attorney and John Travis, Sanitarian, met with the board to discuss Septic System Compliance in Thurman.  Also present was Dan Davis.  Travis said five years ago DNR told the citizens of Thurman they needed to get their septic systems in compliance.  Travis said there has been some improvement, but there is approximately twenty two households that still need to update their systems.  DNR is considering a $10,000 penalty for those that have systems that are not in compliance.  Becker said this is not just happening in Thurman, this is happening all throughout the state.      

Dan Davis, Engineer, met with the board requesting approval of the following: 

Motion was made by Hendrickson to sign Work in ROW Permit for Southwest Regional Water District to bore 115’ of pipe 5’ deep under 240th St. 2 miles SE of Farragut.  Motion carried unanimously.   

Motion was made by Hendrickson to sign Work in ROW Permit for Dudley Alexander by Dave Dreyer to clean out ditch on East side of 380th Ave. south for 500’ south of 240th St.  Motion carried unanimously.   

Motion was made by Morgan to a sign contracts with The Lawn Enforcers for Lawn Maintenance, Nishna Productions, Inc. for Courthouse Custodial/Maintenance and Henneman Snow Removal, pending negations.  

Regarding replacing a 40 plus year old courthouse boiler that has been deemed too dangerous to operate.   Kevin Hoffart, Trane Heating and Cooling, met with the board with proposals for a new heating system.  A new boiler from Trane which includes removal of the old boiler and installation of a new one would be approximately $100,000.  Rasmussen Mechanical Services, Council Bluffs, boiler bid was $70,000 which included removal and installation.  The board will be seeking more bids before making a decision.  

Let the records show John Askew did not make it to this meeting.    

Motion was made by Hendrickson to approve change order and bid summary regarding lighting for the LEC.    

Karl Hobbie, Freddie Crewson and Randy Monroe, met with the board to discuss distribution of vacated roads in Anderson.  After some discussion it was decided Corey Becker, Fremont County Attorney, will do some research on the vacated roads.    

At 10:25 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

October 22, 2015:

The Fremont County Board of Supervisors met in special session Thursday, October 22, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 8:00 a.m.  The agenda was approved as posted. 

The board reviewed bids from two companies regarding a new boiler to heat the courthouse.  Rasmussen Mechanical Services bid $69,877.00 with two exclusions:  removal of asbestos containing materials, and electrical connections.  Prairie Mechanical Corporation bid $61,759.00 with two exclusions: asbestos abatement, and modifications to the combustion air and main flu stack.   Motion was made by Morgan to go with the low bid from Prairie.  Motion carried unanimously.     

At 8:30 a.m.  Morgan made a motion to adjourn.  Motion carried unanimously.

October 27, 2015: 

The Fremont County Board of Supervisors met in regular session on Tuesday, October 27, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Dan Davis, Engineer, met with the board requesting approval of the following: 

Motion was made by Morgan to sign payment voucher for HGM Associates on Project #BROS-CO36(68) - - 5F-36 (bridge replacement over West Nishnabotna River on J-22/150th St.).  Motion carried unanimously.   

Motion was made by Morgan to sign payment voucher for HGM Associates on Project #STP-S-CO36(65) (Engineering & Inspection Costs).  Motion carried unanimously.   

Motion was made by Morgan to sign Supplemental Agreement with HGM Associates for addition construction services for J-18 project.  Motion carried unanimously.   

Motion was made by Hendrickson to sign Work in ROW permit for Windstream Iowa Communications, Inc. to boar across 240th Ave. 50’ of new drop to replace defective drop at 1244 240th Ave.  Motion carried unanimously.  

Motion was made by Morgan to sign agreement with HGM for engineering and surveying services for bridge replacement on J-18 over Plum Creek.  Motion carried unanimously.   

Motion was made by Hendrickson to sign Work in ROW permit for Windstream Iowa Communications, Inc. to replace defective drop on Bluff Rd .03 miles north of the intersection of Hwy 2 and Bluff Rd.  Motion carried unanimously.  

Let the records show John Askew did not attend this meeting.

Rich Sorensen met with the board to request an appeal of taxes on former leased property in Hamburg.  Motion was made by Morgan to table any decision until the county attorney can investigate.  Motion carried unanimously.    

Doug Friedli, met with the board to give an update on Hometown Pride. 

Freddy Crewson, stopped by to visit with the board.   

Mike Crecelius, Emergency Management Coordinator, stopped in to visit with the board.  

In other business, claims were approved for October 30, 2015.    

At 10:00 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.
