October 5, 2004:
The County Board of Supervisors met in regular session on Tuesday, October
5, 2004, in the Fremont County Courthouse Boardroom with Hickey and Aistrope
present. A quorum was declared and the meeting officially called to order at
9:00 a.m. The agenda was approved as posted. Minutes of the previous Board
session were read and approved.
At 9:00 a.m. a conference call was received from the Page County Board of Supervisors concerning Johnson Run Drainage.
At 9:30 a.m. Harold Snyder and Nancy Vanatta met with the Board and discussion was held regarding Country Acres Care.
In other business the Recorder's Monthly Report of Fees Collected was approved.
Claims were approved for October 8, 2004.
There being no further business, meeting was adjourned.

October 7, 2004:
The Fremont County Board of Supervisors met in regular session on Thursday,
October 7, 2004, in the Fremont county Courthouse Boardroom with Hickey,
Aistrope and Larson present. A quorum was declared and the meeting officially
called to order at 9:00 a.m. The agenda was approved as posted. Minutes of the
previous Board session were read and approved.
At 9:00 a.m. Fremont County Treasurer Judy Crain met with the Board to cancel a tax sale certificate.
RESOLUTION NO. 2004-72
RESOLUTION TO CANCEL TAX SALE CERTIFICATE 2001-01055 WHEREAS, Parcel No. 420 420 084 000 000 describing LOT 359 EXCEPTING THEREFROM 2 FEET OF EVEN WIDTH OFF THE NORTH SIDE THEREOF AND LOT 360 EXCEPTING ONE-HALF OF THE BRICK WALL ON THE SOUTH SIDE OF SAID LOT 360. SAID WALL EXTENDING FROM THE FRONT OF SAID LOT 65 FEET, ALL IN THE TOWN OF FARRAGUT, FREMONT COUNTY, IOWA
The above-described parcel was sold on Tax Sale June 18, 2001 to the Donald Morris Corporation.
March 22, 2004 the Fremont County Treasurer’s office received the Donald Morris Corporation’s Ninety day right of redemption which ended June 22, 2004. Per code of Iowa 448.1 the Donald Morris Corporation had ninety calendar days from June 22 to take deed to this property. The ninety days calendar days expired September 21, 204 and per code 448.1 due to non-action the tax sale will be cancelled.
IT IS HEREBY RESOLVED that the Tax Sale Certificate 2001-01055 is cancelled.
BE IT FURTHER resolved that the Treasurer shall enter such changes into record.

At 9:30 a.m. discussion was held in regard to sharing the Fremont county
engineer with Montgomery County. A letter will be written asking them to contact
our county engineer.
At 10:00 a.m. Gary Shrum met with the Board to sign progress voucher for Barton Construction – Project No. FM.CO36(35)—55-36 Motion was made by Aistrope for Chairman Hickey to sign said progress voucher. Vote unanimous. Hickey aye, Larson aye and Aistrope aye.
At 10:30 a.m. Mike Fox met with Board concerning a letter to Iowa DNR. Motion by Larson for Chairman Hickey to sign. Vote unanimous. Hickey aye, Aistrope aye and Larson aye.

October 12, 2004:
The Fremont County Board of Supervisors met in regular session on Tuesday, October 12, 2004, in the Fremont County Courthouse, Boardroom, with Hickey, Aistrope and Larson present. A quorum was declared and the meeting officially called to order at 9:00 a.m. The agenda was approved as posted. Minutes of the previous Board session were read and approved.
At 9:00 a.m. discussion was held in regards to listing the Country Acres Care facility with a realtor. No decision was made and discussion was extended to Thursday, October 14.
In other business, the Sheriff's Monthly Report was approved.
The following claims were approved for handwritten warrants. General Basic Fund: IPERS, 15.94; Shari Whitehead, 500.00.
Payroll for October 15, 2004 was approved.

October 14, 2004:
The Fremont County Board of Supervisors met in regular session on Thursday,
October 14, 2004, in the Fremont County Courthouse, Boardroom, with Hickey,
Aistrope and Larson present. A quorum was declared and the meeting officially
called to order at 9:00 a.m. Minutes of the previous Board session were read and
approved. The agenda was approved a posted.
At 9:00 a.m. a motion was made by Aistrope to approve a resolution ordering the
Treasurer to suspend taxes pursuant to Iowa Code Section 427.9, upon
notification by the Department of Human Services. Vote was unanimous.
Larson made a motion to approve the Class C Beer Permit and Sunday sales for Sidney Foods. Vote was unanimous.
At 9:15 a.m. Nancy Vanatta met with the Board to discuss listing the Country Acres Care Facility. She will present a contract to the Board on Tuesday, October 19, 2004, and will sign said contract on Thursday, October 21, 2004.

October 19, 2004:
At 8:30 a.m. on Tuesday October 19, 2004, a department head meeting was held in the Boardroom. Present were Karen Berry, Judy Crain, Margaret Henkle, Dan Davis, Arnold Emberton and Clara Jean Gude.

A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.
10:00 a.m. Georgene Peeler met with the Board. Motion by Aistrope to approve Homestead Disallowance.
Motion carried: Hickey aye, Aistrope aye and Larson aye.
10:15 a.m. Motion by Aistrope to sign Resolution Authorizing Participation in the SW Iowa Planning Council
Down Payment Assistance Program.
RESOLUTION NO. 2004-74
RESOLUTION AUTHORIZING PARTICIPATION IN THE SOUTHWEST IOWA PLANNING COUNCIL DOWN PAYMENT ASSISTANCE PROGRAM
WHEREAS; Fremont County agrees there is a need to improve housing options in Fremont County and Southwest Iowa; and,
WHEREAS; Fremont County agrees that improved housing has a direct effect on stimulating economic growth and vitality in our county and the region; and,
WHEREAS; Fremont County supports Southwest Iowa Planning Council efforts to create a down payment assistance program to help low-to-moderate income, first-time homebuyers achieve homeownership.
NOW THEREFORE, BE IT RESOLVED BY THE COUNTY SUPERVISORS OF THE COUNTY OF FREMONT, as follows:
The County agrees to provide 5% match for projects completed in the County, for a contribution of $3,000 - $4,000.

The Fremont County Board of Supervisors met in regular session on Thursday October 21, 2004, in the Fremont County Courthouse, Boardroom with Hickey, Aistrope and Larson present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.
At 9:15 a.m. Nancy Vanatta met with the Board. Motion by Aistrope to sign the listing agreement for the sale of Fremont County Country Acres Care facility with Fremont County Realty for a period of three months. Motion carried and all Board members signed the agreement. Listing agreement filed with Board minutes for this date.

A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.
At 9:15 a.m. Nancy Vanatta met with the Board. October 26, 2004:
The Fremont County Board of Supervisors met in regular session on Tuesday, October 26, 2004 in the Fremont county Courthouse Boardroom, with Hickey and Aistrope present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.
At 9:00 a.m. Dan Davis met with the Board. Motion was made by Aistrope to authorize Chairman Hickey to sign an application for approval of underground construction county highway right-of-way for construction of copper telephone cable across Hwy 145 to 2362 Hwy 145 for applicant Iowa Telecommunications Services, Inc. Motion carried. Aistrope aye and Hickey aye.
Motion was made by Aistrope to authorize Chairman Hickey to sign a Public Road Right of Way Use Permit for Jerry and Jan Lewis, 3213 390th Street, Hamburg, IA to doze out old fence line along road, fill low areas and install new fence line - reduce steep grades from pasture to fence line. Motion carried. Aistrope aye and Hickey aye.
Payroll for October 29, 2004 was approved.

October 28, 2004:
The Fremont County Board of Supervisors met in regular session on Thursday, October 28, 2004, in the Fremont County Courthouse, Boardroom with Hickey, Aistrope and Larson present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted.
At 9:00 a.m. Aistrope attended the E911 Budget Amendment Hearing at the Sheriff’s Office. Budget was amended by $70,000 from $56,800 to $126,800. This was for equipment purchased in the 2003-2004 fiscal year and paid during the 2004-2005 fiscal year.
At 9:15 a.m. Dan Davis met with the Board for signature on a work in ROW order for Rick Mount.
Motion by Larson to sign said work order. Motion carried. Hickey aye and Larson aye. Aistrope absent for vote.
At 9:30 a.m. Mel Fuelling met with Board and the County Engineer. County Engineer Davis offered to rock the road in question to top of hill and construct check dams. Mr. Fuelling declined as he wanted to wait and explore other avenues available.
At 10:00 a.m. Motion by Aistrope for Chairman Hickey to sign Resolution, Supplemental Agreement and Transportation Enhancement Program Project for Southern Loess Hills Welcome Center. Motion Carried. Aistrope aye, Hickey aye and Larson aye.
RESOLUTION NO. 2004-75
BE IT HEREBY RESOLVED that Fremont County Board of Supervisors do hereby enter into an agreement with the Iowa Department of Transportation for the transport enhancement program project with Southern Loess Hills Welcome Center. Project Number: STP-E-C36(36)--89V-36 Agreement No. 404-STPES-024.
WHEREAS, the Board authorizes the Chairman to enter into said agreement.
