Board of Supervisors Minutes
August 2015
August 4, 2015:
The Fremont County Board of Supervisors met in regular session on Tuesday, August 4, 2015, in the Fremont County Courthouse Boardroom, with Hendrickson, Morgan and Hickey present. A quorum was declared and the meeting officially called to order at 9:00 a.m. The minutes of the previous board session were read and approved. The agenda was approved as posted.
Also present for this meeting were Nick Johansen with the Valley News Today, Sheriff Kevin Aistrope, & Danny Toma, Maintenance.
Motion was made by Morgan to approve a request from the Iowa State Extension Office for the use of the courtroom on November 10, 2015, at 6:30 p.m. for township trustee training. Motion carried unanimously.
A request for a donation for the 2015 Sink or Swim Sidney Pool Fundraiser Golf Tournament was presented to the board. They are unable to donate taxpayer funds to any organization. The board will inform the group to fill out a Fremont County Tourism Board Grant Application.
Motion was made by Hendrickson to approve the Class C Beer Permit/Sunday Sales for Pilot Travel Center #238. Motion carried unanimously.
Motion was made by Hendrickson to approve the Class C Beer Permit/Sunday Sales for Cubby’s. Motion carried unanimously.
Sheriff Kevin Aistrope met with the board regarding landscaping at the new LEC. The board will go view the outside of the LEC and they advised Sheriff Aistrope to put the landscaping out for bids.
County Attorney Corey Becker met with the board to inform them of the recent influx of bats in the courthouse. Becker spoke with the DNR regarding the issue. Toma took measures to patch holes where the bats might be coming in. He will wait to see how the patching helped. More options will be discussed if the problem continues.
At 9:40 a.m., Vance Trively of Randolph stopped in to speak with the board regarding the road work and problems with water flow in Randolph. He has also spoken to the County Engineer’s Office. Chairman Hickey advised Trively he would stop today and look at the area of concern.
In other business, claims for August 7, 2015, were approved.
At 9:49 a.m., there being no further business, Morgan made the motion to adjourn. Motion carried unanimously.

August 11, 2015:
The Fremont County Board of Supervisors met in regular session on Tuesday, August 11, 2015, in the Fremont County Courthouse Boardroom, with Hendrickson and Morgan present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted.
Let the records Randy Hickey was not present for this meeting. Present was Nick Johansen, Shenandoah Valley News.
Dan Davis, Engineer, met with the board requesting approval of the following:
Motion was made by Morgan to sign payment voucher with HGM Association on project #BROS-CO36(68) - - 5F-36. Motion carried unanimously.
Motion was made by Hendrickson to sign work in ROW Permit for John Aistrope to clean ditch on west side of 300th Ave. South of 105th St. Motion carried unanimously.
Jay Crom met with the board to discuss a crossing washout at the county farm, saying that he cannot get to the back 55 acres. Crom is requesting someone take a look at the crossing to see if they have any suggestions on how to solve the problem. Dan Davis and Earl Hendrickson said they would go out and take a look.
Mike Crecelius, EMC, met with the board to discuss courthouse security issues. Crecelius said he has received complaints from employees about the front door being unlocked and people wondering around in the building before 8:00 a.m. Motion was made by Morgan that the courthouse remain locked until 8:00 a.m. at which time the courthouse custodian will unlock the door. Motion carried unanimously.
Judy Crain, Treasurer, met with the board to discuss taxes for exempt entities, saying the entities have been made exempt, but their status has not transferred to the current taxing year yet. The board approved making adjustments. Crain reported the Treasurer’s Office is still receiving stamped warrants from the drainage districts which may cause a burden to the county.
Also approved was the Sheriff’s and Recorder’s Monthly Report for the month of July 2015.
In other business a handwritten warrant was approve for General Basic, Adult Correctional Services, Household and Institutional, $100.00.
At 9:30 a.m. there being no further business, Morgan made a motion to adjourn. Motion carried unanimously.

August 18, 2015:
The Fremont County Board of Supervisors met in regular session on Tuesday, August 18, 2015, in the Fremont County Courthouse Boardroom, with Hendrickson and Morgan present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted.
Let the records show Hickey was not present for this meeting.
Motion was made by Morgan to approve use of courthouse lawn on October 16th for Clothesline Project for Page/Fremont NEST Program. Motion carried unanimously.
Motion was made by Morgan to approve the LEC Change Orders as presented. Motion carried unanimously.
Dick Ohrt stopped in to visit with the board.
In other business, claims were approved for August 21, 2015.

The Fremont County Board of Supervisors met in regular session on Tuesday, August 25, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted.
Present were Brian Higginbothan, HGM, Vance Trively, Kevin Aistrope, Jeff Shirley and Dan Davis.
Dan Davis, Engineer, met with the board requesting approval of the following:
Motion was made by Hendrickson to sign payment voucher with HGM Associates for Project #STP-S-CO36(65) - - 5E-36 on J-18 Per contract 3/16/15. Motion carried unanimously.
Motion was made by Hendrickson to sign payment voucher with HGM Associates on Project #STP-S-CO36(70) - - 5E-36 on J-18 from L68 to M16. Motion carried unanimously.
Motion was made by Hendrickson to sign payment voucher with HGM Associates on project #BROS-CO36(68) - - 5F-36 on Bridge Replacement over West Nishnabotna River on J-22/150th St. Motion carried unanimously.
Jeff Shirley, Fremont County Roads Purchasing Agent/Safety Coordinator, handed out a mission statement concerning county roads safety program for the next five years. The plan is to have a monthly meeting with a five person panel, including one county supervisor, to keep everyone in the loop as to what is going on safety-wise. Also Shirley is asking for a safety budget to purchase safety items, not just for the roads but the entire county. Hickey volunteered for the position on the road department five person panel representing the supervisors.
Kevin Aistrope, Sheriff, met with the board to present three bids on the LEC Landscaping project. Twin Oaks $34,185, Ryan Sjulin $35,061 and Lawn World $33,300. Motion was made by Morgan go with low bid and funds to come out of LEC budget. Hickey, aye; Morgan, aye; Hendrickson abstained.
Vance Trively, met with the board to continue discussion on the Randolph Street Project that he feels was not done correctly. Brian Higginbothan (HGM) explained in detail how they were required to replace contiguous and conterminous sidewalks in order to following DOT/ADA guideline for sidewalks, even if it did not make a lot sense. Hickey said the county was required to following the guidelines. Morgan said the county takes care of county roads and usually does not do sidewalks.
At 9:50 a.m. there being no further business, Morgan made a motion to adjourn. Motion carried unanimously.
