Board of Supervisors Minutes
December 2016

December 6, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, December 6, 2016, in the Fremont County Courthouse Boardroom, with Morgan and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show Hendrickson was not present for this meeting. 

Motion was made by Hickey to approve the following Resolution 2016-54.  Motion carried unanimously.

RESOLUTION NO.  2016 54                             

BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 6th day of December, 2016, that the following transfer of funds be approved and made:  $8,722.05 from the TIF Rebate Fund, to the LMI Assistance Fund, as stated in the Waubonsie Ridge Agreement.

Motion to approve transfer made by Hickey.

Motion was made by Hickey to approve the following Resolution 2016-55.  Motion carried unanimously.

RESOLUTION NO.  2016-55                                                             

BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 6th day of December 2016, that the following transfer of funds be approved and made:  $591,912.00 from the Rural Services Basic Fund, share of Rural Services taxes, to the Secondary Road Fund and $55,845.00, property tax relief of local option taxes, from the Rural Services Basic Fund to the Secondary Road Fund. 

Motion to approve transfer made by Hickey.

Nancy Johnson, representing the Road Department met with the board requesting approval of the following: 

a. Motion was made by Hickey to approve signing Contracts and Bonds for Proj #L-3-19-3---73-36.  Motion carried unanimously.
b. Motion was made by Hickey to approve signing work in ROW Permit for Gary Smiley to clean ditch out on 195^th St. (Sect 22, Township 69, Range 40).  Motion carried unanimously.  

Judy Crain, Treasurer, stopped in to visit with the board.   

In other business, claims were approved for December 9, 2016

At 9:50 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.

December 13, 2016:

The Fremont County Board of Supervisors met in regular session on December 13, 2016, in the Fremont County Courthouse Boardroom, with Morgan, Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted.

Let the records show present for this meeting was, Sandra Parmenter with The Hamburg Reporter, Breanna Bird and Terry Graham.     

Joel Dirks, West Central Community Action, went over last year’s program totals regarding services provided to residents of Fremont County, and is requesting funding FY17of $3,500, being the same as last year.  Also present were Mike Crecelius, Emergency Management Coordinator, Dee Owen,

The board canvassed the IWCC Special Election resulting in 72 yes votes and 52 no votes. 

Mike Crecelius, EMC, met with the board regarding an Action Hazard Mitigation Plan, along with flood risk report for Fremont County.  Some of the points Crecelius brought up were:  New Goals, Previous Community Goals and Objectives, including numerous ongoing things.  Crecelius asked the board to write objectives and actions that they would like to have included in the plan, saying he will come back in a couple of weeks to pick it up.         

Nancy Henneman, Community Services, met with the board regarding a letter received from Iowa Department of Human Services inquiring if Fremont County is still interested in staying a Medicaid Provider.  Hickey made a motion to continue to be a provider in the Iowa Medicaid Program.  Motion carried unanimously.   

Let the records show Doc Holliday did not come to this meeting. 

In other business the Sheriff’s and Recorder’s Monthly Reports for the month of November were approved.

At 10:20 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.

December 20, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, December 20, 2016, in the Fremont County Courthouse Boardroom, with Morgan, Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show present for this meeting was, Sandra Parmenter with The Hamburg Reporter; Doug Larson and John Schlorholtz, West Benton Ditch; Dan Swanson, B103 Radio; Terry Graham and Dee Owen.  

Motion was made by Hendrickson to approve the following Resolution.  Motion carried unanimously.

RESOLUTION NO.  2016-56

BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 20th day of December,2016,                 

That the following holidays shall be observed by the Fremont County Courthouse Offices during the 2017-year.
 

Motion to approve made by Hendrickson.
 

Dan Davis, Engineer, and Robbie Kromminga, Assistant Engineer, met with the board requesting approval of the following:

a. Sign Payment Voucher for Pavement Markings Proj. #FM-CO36 (72) - - 55-36.
b. Sign Contractor’s Bond with Neuvith Construction for 130th St. Project.

Motion was made by Hendrickson to approve the Payment Voucher and Contractor’s Bond.  Motion carried unanimously.        

Dee Owen, Auditor’s Office, met with the board requesting approval of a 2017 Wellness Agreement with ISAC.  Motion was made by Hickey to approve the agreement.  Motion carried unanimously. 

Mike Crecelius, EMC, met with the board to discuss adopting the Hazard Mitigation Plan, the board felt they were not prepared to adopt the plan at this time.           

John McCurdy, SWIPCO, met with the board requesting approval of a SWIPCO Contract for Administration of a HUD Grant.  Motion was made by Hickey to approve the Contract, upon the approval of the county attorney.  Motion carried unanimously.     

The board reviewed and discussed the terms of an Agreement between PPME Local 2003 (Roads Union) and Fremont County.  Motion was made by Hickey to approve the Tentative Agreement.  Motion carried unanimously. 

John Schlorholtz and Doug Larson, West Benton Drainage District, stopped by and visited with the board about drainage district concerns. 

In other business, claims were approved for December 23, 2016.   

At 10:40 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

December 27, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, December 27, 2016, in the Fremont County Courthouse Boardroom, with Morgan, Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show present for this meeting was Terry Graham.    

Gary and Sandra Ware are requesting to purchase a county held tax certificate on property located in NE ¼ NW ¼ of Section 9-70-43.  Motion was made by Hickey to set up a public hearing and start the process for purchase of tax sale certificate. Motion carried unanimously. 

Harvey Moyer met with the board to a discuss county held tax certificate 2013-003.  Hickey made a motion to table any decision until next week.  

At 9:10 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.
