Board of Supervisors Minutes
October 2016

October 4, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 4, 2016, in the Fremont County Courthouse Boardroom, with Morgan and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show Hendrickson was not present for this meeting. 

Craig Glasgow, representing Mule Slough drainage district, met with the board to update them on a situation regarding pump replacements for Mule Slough.  Apparently the two pumps that are not working are not going to be covered by warranty because there was not a brush guard on them, but at the time of purchase it was understood there was no requirement to put a brush guards on the pumps.  Replacement cost is $520,000. Glasgow informed the board he has turned the whole situation over to the county attorney.    

Angela Bentley, Pastor Shenandoah Nazarene Church, met with the board requesting to reschedule an Organization of Bible Reading on the Courthouse Lawn.  Motion was made by Hickey to set aside the week of October 15th for that purpose.  Motion carried unanimously. 

Troy Housh, Courthouse Maintenance, is requesting to advertise for bids to replace the entire courthouse roof and gutters. Housh said the building is having some leakage and rotting wood problems and starting to leak down the wall.  Motion was made by Hickey to allow Housh to go ahead and seek bids.  Motion carried unanimously.    

At 9:15 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.

October 11, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 11, 2016, in the Fremont County Courthouse Boardroom, with Morgan, Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Motion was made by Hickey to present the County’s Initial Bargaining Proposals to PPME Local 2003 (Roads).  Dan Davis, Engineer, was also present.  Motion carried unanimously. 

Dee Owen, Assistant Auditor, met with the board for approval of New and Disallowed Homestead and Military Applications.  Hickey made a motion to approve as presented.  Motion carried unanimously. 

The Sheriff’s and Recorder’s monthly reports were approved for September 2016.    

In other business, claims were approved for October 14, 2016

At 9:20 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.

October 18, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 18, 2016, in the Fremont County Courthouse Boardroom, with Morgan, Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

With no one from the Mule Slough/West Benton Drainage/Levee authority appearing for discussion regarding the district debt, Hickey made a motion to table until next week.  Motion carried unanimously. 

Robbie Kromminga, Assistant Engineer, met with the board requesting approval of the following:

(a)     IDOT Universal Payment Voucher for HGM on Project #STP-S-CO36(65) - - 5E-36 for County Road J-18 .  Motion was made by Hendrickson to approve the payment voucher.  Motion carried unanimously.

(b)     IDOT Universal Payment Voucher for HGM on Project # BROS-CO36(68) - - 5F-36 for Taylor Bridge.  Motion was made by Hickey to approve the payment voucher.  Motion carried unanimously.

(c)     Sign Work in ROW Permit for Windstream Communications LLC for Installation of Cable on 227th Ave.  .15 Miles North of intersection of 227th Ave/Bluff St.   Motion was made by Hendrickson to approve ROW.  Motion carried      
         unanimously. 

Dee Owen, Auditor’s Office, requesting approval of changes to BPTC.  Motion was made by Hendrickson to approve BPTC as presented.  Motion carried unanimously. 

At 9:15 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.

October 25, 2016:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 25, 2016, in the Fremont County Courthouse Boardroom, with Hendrickson and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show Cara Morgan did not attend this meeting. 

Dan Davis, Engineer, met with the board requesting approval of Work in ROW Permit for Atchison-Holt Electric Coop to install electric line across road on Fremont Ave. 300’ South of 250th St.  Motion was made by Hickey to approve.  Motion carried unanimously. 

The second week on the agenda and with no one present from the Mule Slough/West Benton Drainage/Levee authority appearing for discussion regarding drainage/levee district debt.  Randy Hickey made a motion to table until next week.  Motion carried unanimously. 

Motion was made by Hickey to approve signing HUD Grant with Iowa Economic Development Authority.  Motion carried unanimously. 

In other business, claims were approved for October 28th, 2016.  

At 9:20 a.m. there being no further business, Hickey made a motion to adjourn.  Motion carried unanimously.
