October 5, 2010:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 5, 2010, in the Fremont County Courthouse Boardroom, with Hendrickson and Larson present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.

Let the records show Cara Morgan was not present for this meeting.

At 9:00 a.m. Terry Lewis, Conservation Board Member, informed the board he is in the process of applying for a Community Visioning Grant. Volunteers and community leaders take part in a series of meetings facilitated by Trees Forever, which leads to a vision and plan to include landscaping along roadsides. Lewis said the Grant Application and a Letter of Support has to be submitted by October 30, 2010. The Board of Supervisors indicated they would sign a letter of support for this project.

At 9:30 a.m. Ryan Potts with Liberty National Life Insurance Company met with the board regarding offering employees and their families additional Accidental Death Coverage. Larson said January is usually the time the county reviews insurance, and asked him to check back at that time.

At 9:50 a.m. Let the records show Grace Johnson with The Hamburg Reporter joined the meeting.

At 10:00 a.m. Motion was made by Larson to do a water study at I29/Hwy 2, to be paid out of Local Option/County Betterment. The County will share the cost with SW Iowa Regional Water and work with Garden & Associates. The County’s share of the cost will be $3,400.00. Larson Aye: Hendrickson, Aye.

Sheriff Kevin Aistrope stopped in to present a revised Animal Protection and Control Ordinance for the board members to review.

At 10:15 a.m. Motion was made by Larson to table the employee performance appraisals until all three board members are present. Larson, aye; Hendrickson, aye.

Two claims were approved for hand written warrants. General Supplemental, Elections Administration, Postage $50.00 and General Basic, Uniformed Patrol Services, Other Transportation, patrol vehicle repairs, $7,786.05.

Payroll and claims were approved for October 8, 2010.

In other business, the County Recorder’s Monthly Report was approved.

October 12, 2010:

At 8:30 a.m. on Tuesday, October 12, 2010, a department head meeting was held in the Fremont County Courthouse Boardroom. Present were Earl Hendrickson, Cara Morgan, Chuck Larson, Dan Davis, Karen Berry, Jan Winkler, Steve Whitehead, Margaret Henkle, Margaret Johnson, Kevin Aistrope, Arnold Emberton and Joan Kirk. Topics discussed were: Assessor meeting with taxpayers and doing inspections, Recorder entering Iowa Land Records on the website, IT installing computers, Roads update on J46 east of Riverton, Custodian courthouse boiler and roof, Sheriff repairs completed at sheriff’s office.

At 9:00 a.m. Board of Supervisors discussed wastewater study at I29/Hwy 2.

At 9:15 a.m. Board of Supervisors prepared for employee evaluations.

At 9:30 a.m. Twila Larson with Fremont County Economic Development, met with the board to ask for support of a Local Food Policy. SWIA Buy Fresh Buy Local (BFBL) Chapter is affiliated with the SWIA Food and Farm Initiative (SWIFFI). SWIFFI is a multi-county coalition of individuals and organizations that are working to build a regional food system in southwest Iowa. Their vision is to build a sustainable regional food system linking production, processing, distribution, and consumption for better health, food security, and community and economic development. Larson is also asking support to establish a council of people who are interested in the process. Motion was made by Morgan to support Larson’s project and to approve a council. Larson, aye; Morgan, aye; Hendrickson, aye.

At 10:05 a.m. Motion was made by Morgan to approve a Class C Beer/Carryout Native Wine Permit for Sidney Foods Ltd. Larson, aye; Morgan, aye; Hendrickson, aye.

October 19, 2010:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 19, 2010, in the Fremont County Courthouse Boardroom, with Hendrickson, Morgan and Larson present. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.

At 9:00 a.m. Fremont County Engineer, Dan Davis met with the board. Motion was made by Morgan authorizing Chairman Hendrickson to sign IDOT payment voucher reimbursement for county inspection on J46. Larson, aye; Morgan, aye; Hendrickson, aye.

At 9:15 a.m. Fremont County Sheriff, Kevin Aistrope met with the board requesting to upgrade officer’s duty weapons at the Sheriff’s Office. Aistrope said he has the $2,300 in his budget for the upgrade. Motion was made by Morgan to approve the expenditure. Larson, aye; Morgan, aye; Hendrickson, aye.

At 9:30 a.m. Fremont County Supervisor, Cara Morgan said she is on the Pie Board with Sidney Schools and is requesting permission to put red ribbons on the square in support of Red Ribbon Week. Larson made a motion to permit ribbons on the square. Larson, aye; Hendrickson, aye.

Payroll and claims were approved for October 22, 2010.

October 26, 2010:

The Fremont County Board of Supervisors met in regular session on Tuesday, October 26, 2010, in the Fremont County Courthouse Boardroom, with Hendrickson, Morgan and Larson present. A quorum was declared and the meeting officially called to order at 6:30 p.m. Minutes of the previous Board session were read and approved. The agenda was approved as posted.

At 6:30 p.m. motion was made by Larson authorizing Chairman Hendrickson to sign DOT Payment Voucher for Sta-Bilt Construction on Seal Coat Project FM-CO36(57)--55-36. Morgan, aye; Larson, aye; Hendrickson, aye.

Motion was made by Morgan authorizing Chairman Hendrickson to sign Work in ROW for Extreme Trenching to Construct Qwest Telephone Service Lines at 2007 US Hwy 59. Larson, aye; Morgan, aye; Hendrickson, aye.

At 6:45 p.m. Pat Hume did not come to this meeting.

In other business, the following claim was approved for hand written warrant. General Basic Fund; Educational & Training Service, Fall School, Morgan, $2,953.33.
