Board of Supervisors Minutes
February 2015

February 3, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, February 3, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

At 9:00 a.m. Motion was made by Morgan to approve the change orders from Prochaska & Associates presented January 27, 2015 totaling $27,924.  Also present was Mike Crecelius. Motion carried unanimously.   

At 9:15 a.m. Mike Crecelius, EMC, met with the board to discuss EMPG grant funds and EMC budget.  

In other business, claims were approved for February 6, 2015

At 9:30 a.m. there being no further business, Morgan made a motion to adjourn.  Motion carried unanimously.

February 10, 2015:

At 8:30 a.m. on Tuesday, February 10, 2015, a Department Head meeting was held in the Fremont County Courthouse Boardroom.  Present were Randy Hickey, Cara Morgan, Speck Hendrickson, Jenny McAllister, Danny Toma, Dan Davis, Kevin Aistrope, Arnold Emberton, Mike Crecelius, Reba Richie, Corey Becker and Karen Berry.  Topics discussed: bid letting, Medicaid privatization and community services, computer server overload, replacing I-Series server in June, fiber optic connection, issue concerns were voiced, storm spotter training, Alice training, murder trial, several different meeting for different offices.

Let the records show present for this meeting was Shannon Schram, B103 Radio.    

At 9:00 a.m. Nancy Vanatta and Donald Vanatta, met with the board requesting to purchase a Tax Sale Certificate on property in Thurman.  Vanatta will provide a written request along with a check to purchase the tax sale certificate.  

Bob Benton stopped in to visit with the board. 

In other business, the following claim was approved for hand written warrant.  General Basic Fund; General Services to Veterans, rent payment, $385.00. 

A Sheriff’s Monthly Report was approved for the month of January 2015. 

At 9:25 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

February 11, 2015:

The Fremont County Board of Supervisors met in special session on Wednesday, February 11, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  The agenda was approved as posted. 

At 11:00 a.m. Dee Owen, Auditor’s Office, met with the board to review the official canvass of votes cast in the February 10, 2015 House District 23 Special Election.  Records show David Sieck with 206 votes and Steven L Adams with 64 votes, and one write-in.  

At 11:30 a.m. there being no further business, Morgan made a motion to adjourn.  Motion carried unanimously.

February 12, 2015:

The Fremont County Board of Supervisors met in special session on Thursday, February 12, 2015, in the Fremont County Courthouse Boardroom, with Hendrickson present and Hickey and Morgan present via phone call.  A quorum was declared and the meeting officially called to order at 1:00 p.m.   Agenda was approved as posted.   

At 1:00 p.m. Dee Owen, Auditor’s Office, presented the official canvass of votes cast in the February 10, 2015 House District 23 Special Election. Records show David Sieck with 206 votes and Steven L. Adams with 64 votes, and one write-in.  Hendrickson made a motion to approve the canvass as presented.  Motion carried unanimously.   

At 1:15 p.m. there being no further business, Morgan made a motion to adjourn.  Motion carried unanimously.

February 17, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, February 17, 2015, in the Fremont County Courthouse Boardroom, with Hickey, Hendrickson and Morgan present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board session were read and approved.  Also approved was the Special Board Meeting minutes of February 11, 2015.  The agenda was approved as posted. 

Let the records show present for this meeting was Shannon Schram, B103 Radio.  

At 9:00 a.m. the board discussed possible changes to a 28E Agreement for Case Management with Mills County.  Also present were Reba Richie and Renee Fish.  Morgan said she feels Fremont County should be on their own with Case Management, and would like to terminate the 28E Agreement with Mills.  Motion was made by Hendrickson to dissolve the 28E Agreement with Mills County as of June 30th, 2015.  Motion carried unanimously.     

At 9:15 a.m. Corey Becker, County Attorney, met with the board to discuss property procedures regarding responsibility of levee maintenance.     

At 9:30 a.m. Veteran’s Affairs Commission, met with the board to discuss staffing the Veteran’s Affairs Office in Fremont County. Present were Cal Roulson, Pat Gilson, Terry Graham and Larry Greedy.  The commission is in the process of replacing the current director after receiving Graham’s resignation.  The position has been posted and there is a March 4th deadline for applications.  Graham has agreed to continue with people he has already been working with, but will not take on any new clients himself.             

At 10:00 a.m. Motion was made by Morgan to approve the County Budget for publication.  Motion carried unanimously. 

Mike Crecelius, Emergency Management Coordinator, stopped in to visit with the board.    

Carl Johnson, stopped in to visit with the board.   

In other business, claims for February 20, 2015, were approved, and the County Recorder’s Monthly Report was approved. 

At 10:45 a.m. there being no further business, Hendrickson made a motion to adjourn.  Motion carried unanimously.

February 24, 2015:

The Fremont County Board of Supervisors met in regular session on Tuesday, February 24, 2015, in the Fremont County Courthouse Boardroom, with Morgan and Hickey present.  A quorum was declared and the meeting officially called to order at 9:00 a.m.  Minutes of the previous board sessions were read and approved.  The agenda was approved as posted. 

Let the records show Vice Chairman Earl Hendrickson was not present for this meeting. 

Let the records show that Shannon Schram with B-103 Radio was present for this meeting. 

At 9:00 a.m., Patricia Lant, Fremont County Attorney’s Office Victim’s Witness Coordinator, met with the board to discuss a proposal for Victim’s Rights Week.  Jill McAleer, Mills County Attorney’s Office, joined the meeting by telephone.  The pair requested a donation of $125.00 for a national victim advocate speaker that is slated to present at the 2015 National Crime Victims’ Rights Week Luncheon.  Pottawattamie County contributes $4,000.00 each year for the majority of the expenses.  Also contributing toward the fee for the speaker thus far are Mills and Cass Counties. Morgan stated she would like to see all of the counties in the 4th Judicial District contribute in the future.  Morgan made the motion to approve the $125.00 contribution to lessen the amount owed by each county.  Motion carried unanimously.  

At 9:15 a.m., Fremont County Engineer, Dan Davis met with the board.  Motion was made by Morgan to authorize Chairman Hickey to sign a payment voucher for HGM Associates, Inc. for Project STP-S-CO36 (70)- -5E-36.  Motion carried unanimously. 

Davis and the board discussed the old quarry property owned by Fremont County.  As previously stated, the county is not interested in donating the property to the DNR.  Morgan stated that she would touch base with Matt Dollison of the DNR who was working it when it was previously discussed.

At 9:26 a.m., Arnold Emberton, IT Director, met with the Board regarding taking bids for GIS website services and also taking bids for new aerial flights of Fremont County.  The board was in agreement that the bids need to be gathered as soon as possible for an aerial flight this spring. They also told Emberton to go ahead with bids for the GIS website Maintenance.  Emberton will send out bid information immediately. 

At 9:35 a.m., the Board discussed the future of Case Management in Fremont County.  Also present at this time were Renee Fish, Paige Osborne, Jennifer Thompson, and Nancy Henneman.  The board advised that they would like to see Community Services continue in Fremont County.  The office will work on getting full caseloads with the recent changes in Page County.  Morgan made a motion to advertise for a supervisor and/or director position in next week’s papers. Motion carried unanimously.   

At 9:51 a.m., Dee Owen, Auditor’s Office, presented the Board with the levy information on the board controlled drainage districts.  The board reviewed the information and set the levy rates. 

At 10:00 a.m., Motion was made by Morgan approving Special Class C Liquor License (Beer/Wine), Outdoor Service, & Sunday Sales for D & L Pro.  Motion carried unanimously. 

At 10:00 a.m., motion was made by Morgan to approve Vice Chairman Hendrickson to sign the annual Multicounty 28E Agreement Regarding Juvenile Detention Center and Emergency Juvenile Services at his next meeting.  Motion carried unanimously. 

At 10:09 a.m., there being no further business, Morgan made a motion to adjourn.  Motion carried unanimously.
